Parks and Open Space; <br /> <br />This development is in Neighborhood Park Service Area 10 which <br />includes Oneka Ponds Park and city-owned properties. The community <br />is immediately north of Hugo Elementary School which has a <br />playground, hockey rink, and ball diamond. Immediately east of the <br />community is a vacant property. In 2021, 40 townhomes to be known as <br />Oneka Lake Reserve was proposed on that site and approved. The <br />development has not been constructed. The approval included a small <br />city park with a small playground and small shelter which would be <br />adjacent to the community. North Star Elementary, on the west side of <br />Highway 61, offers a playground, ball fields and more. <br /> <br /> d. Capital Improvement Program (CIP). <br /> <br />There are no public streets in the proposed project. MnDOT has <br />commented on the proposed comprehensive plan amendment. In addition, <br />the developer would be responsible for the full cost of the infrastructure <br />improvements needed to serve the property. No impacts will be made to <br />the CIP with this project. The park dedication and trunk fees will be paid <br />with the project. <br /> <br />6. Consideration of the impact of the proposed amendment upon current and future <br />special assessments and utility area charges, future property tax assessments or <br />other fiscal impacts upon the City of Hugo. <br /> <br />The development would generate sufficient utility hookup funds and property taxes <br />to cover the demand on City services. <br /> <br />There is a requirement for adjacent jurisdiction review for comprehensive plan amendments. <br />Staff has discussed the comprehensive plan amendment with the City’s Sector Representative <br />from the Met Council. Since the property is less than 40 acres, does not change the growth <br />forecasts or TAZ allocations, and it more than one quarter mile from an adjacent jurisdiction <br />(besides MnDOT), and the City is its own LGU for stormwater, the adjacent jurisdictional <br />review can be waived. <br /> <br />Staff did provide the plans to MnDOT for review and comment. Staff received comments from <br />MnDOT and the project will be required to comply with the letter, get all permits required from <br />MnDOT, and will be responsible for the full cost of the infrastructure improvements needed to <br />serve the property. <br /> <br />It is in staff’s opinion that the proposed land use changes meet the criteria necessary to approve <br />the comprehensive plan amendment. <br /> <br /> <br /> <br /> <br />
