The applicant <br /> will need to develop a stormwater management plan that meets drainage requirements. This will <br /> impact the areas that can be used for buildings and development. <br /> Utilities <br /> The property is served by city sewer and water. The sewer and water system can handle the <br /> proposed land use changes. <br /> 4. CONCLUSION/RECOMMENDATIONS: <br /> Due to constraints on the property such as existing wetlands that are proposed to be filled, it is <br /> not certain what the total buildable area will be in the plan review process. It is unclear in the <br /> sketch plan whether the applicant would be willing to move forward building fewer units than <br /> what is proposed in order to satisfy density requirements. <br /> Staff understands that previous attempts to market for commercial uses on this specific property <br /> have been unsuccessful. Further, the adjacent properties immediately to the south are fulfilling <br /> the vision of a strong commercial corridor along CSAH 8. <br /> Staff recommends discussion on the following: <br /> • Rezoning and re-designating the use of the property to allow for high density residential, <br /> moving away from the original plan for commercial use on the property. <br /> • Creating a true mixed-use PUD with residential and commercial uses <br /> The applicant is requesting review and comments on a sketch plan for the properties showing the <br /> 90 unit apartment building. <br /> The applicant would like comments on the following: <br /> • Whether residential use would be possible considering current zoning and land use <br /> designation. <br /> • The use of the east end of the property for commercial PUD versus the planned recreation <br /> and walking space. <br /> • Whether the plan should incorporate commercial development <br /> ATTACHMENTS: <br /> 1.
