<br />Minutes for the Planning Commission Meeting of Thursday, December 8, 2022 <br /> <br />Chair Kleissler called the meeting to order at 7:00 pm. <br /> <br />PRESENT: Andress, Derr, Granger, Kelly, Kleissler, Petty <br /> <br />ABSENT: Arcand, Lessard <br /> <br />STAFF: Rachel Juba, Community Development Director <br />Max Gort, Associate Planner <br /> <br />Pledge of Allegiance. <br /> <br /> <br />Approval of Minutes for the Planning Commission Meeting of November 10, 2022 <br /> <br />Commissioner Petty requested a correction to the minutes on the 4th page, changing the word <br />referring to the proposed future zoning classification from “industrial” to “residential.” Associate <br />Planner Gort noted the correction. <br /> <br />Commissioner Petty made a motion, seconded by Commissioner Derr, to approve the minutes for the <br />Planning Commission meeting of November 10, 2022. <br /> <br />All ayes. Motion carried. <br /> <br />Public Hearing: Oneka Prairie – Preliminary Plat and PUD <br /> <br />Staff provided background on the requested Preliminary Plat and PUD applications for a residential <br />development to be known as Oneka Prairie. The property is located at 16345 Everton Avenue North, <br />directly to the north of the existing Oneka Place development. The preliminary plat includes 59 single- <br />family residential lots and 7 outlots. The PUD General Plan will be for all 24.83 acres of the property <br />and is proposed to be rezoned from Future Urban Service (FUS) to Planned Unit Development (PUD). <br />The property includes 3.92 acres of wetlands for a total buildable acreage of 20.28 acres. The net <br />density for the development is 2.9 units per acre, meeting the density requirement for the land use <br />classification. The applicant is requesting PUD flexibility on the minimum lot size, lot width, side yard <br />setbacks, and the minimum right-of-way. Staff and the City Engineer will continue to work with the <br />applicant to ensure quality design in their stormwater infiltration and reuse system. A trunk sanitary <br />sewer lift station is proposed to be constructed at the northwest corner of the development, and will <br />have the capacity to extend City sewer services to neighboring properties as they develop. The <br />maintenance of the stormwater reuse system will be described in the development agreement as the <br />responsibility of the development’s Homeowner’s Association. Generally, Staff is of the opinion that <br />the proposal exceeds city standards, and that the applicant used creative and efficient methods for <br />planning the site. Staff recommended approval of the preliminary plat and PUD for Oneka Prairie. <br />
