A great place to live, work and play…today and tomorrow
Government Center | 14949 62nd Street North | P. O. Box 6 | Stillwater, MN 55082-0006
P: 651-430-6001 | F: 651-430-6017 | TTY: 651-430-6246
www.co.washington.mn.us
Washington County is an equal opportunity organization and employer
The Washington County Regional Rail Authority (WCRRA) manages the right-of-way for the Hardwood
Creek Regional Trail, which is approximately 100 feet in width. The WCRRA manages the corridor to
preserve former and current railroad right-of-way for continued and future transportation use. The
WCRRA accomplishes this by limiting or not allowing for encroachment and development in the right-of-
way. The WCRRA has the goal to permit interim recreational trails and the County would like to thank the
applicant for proposing internal trails connecting to Hardwood Creek Regional Trail through the site.
These connections allow pedestrians to conveniently access the trail and connect to amenities throughout
the trail.
However, while the WCRRA welcomes the trail connections, the landscaping and patio shown within the
WCRRA right-of-way are more permanent encroachments that the WCRRA would not allow. All
encroachments to the WCRRA right-of-way would need to go through a permit process at a fee of $1.50
per square foot paid annually.
Thank you again for the opportunity to provide comments on the concept site plan. We look forward to
continuing to work with the City of Hugo to ensure that this project is well-served by the transportation
network for all users.
