Hugo Downtown Framework Plan Final Plan & Design Guidelines <br /> <br /> <br /> Page 4 of 23 <br /> <br /> <br /> <br /> <br />Defining Downtown <br />The downtown CBD in Hugo has always been located on Forest Boulevard (Highway 61) on <br />both sides of the main traffic signal at 145th Street. But over time, the commercial area has <br />grown and extended north and south along Highway 61, and the new development has been <br />less compact and more auto- or highway-oriented than the older, more traditional downtown <br />CBD. Without planning controls, this same pattern of commercial development could be <br />expected to occur along the improved and upgraded County Road 8. <br /> <br />While the core downtown central business district (CBD) is focused along Forest Boulevard- <br />Highway 61 from County Road 8 to 147th Street, the Downtown Plan extends north to the Post <br />Office and 150th Street, south to 140th Street, and from the shores of Egg Lake on the east to <br />the bend in County Road 8 to the west. <br /> <br />One of Hugo’s planning goals is to maintain a more compact and concentrated downtown <br />CBD. This goal will be achieved by encouraging new development in and around the core of <br />the downtown area, while planning for limited but well-ordered commercial development in <br />specific areas along other commercial routes such as Highway 61 and County Road 8. <br />Community feedback has consistently supported new CBD uses which complement downtown <br />(such as restaurants and entertainment) and suggest that larger, single-use development and <br />auto sales/service businesses, for instance, be located in commercial areas planned closer to <br />I-35.
