Preserve and celebrate Hugo’s small town <br />character. <br />2. Enhance the public realm, to maintain a <br />pedestrian-oriented downtown. <br />3. Expand civic space and uses around City <br />Hall. <br />4. Add new retail which complements <br />existing businesses and shops and <br />supports downtown neighborhoods. <br />5. Encourage unique small businesses to <br />locate downtown and larger, single-use <br />developments closer to the I-35 corridor. <br />6. Provide life-cycle housing to encourage <br />senior-living in the downtown area. <br />7. Provide recreational uses for diverse age <br />groups in the downtown area. <br />8. Improve downtown access and circulation <br />with improvements to Highway 61 and <br />downtown intersections (147th, 145th, <br />County Road 8). <br />9. Reduce the impact of development close <br />to Egg Lake to improve lake quality and <br />preserve wildlife habitat. <br />10. Build upon unique assets such as the <br />church, feed mill and City Hall with <br />complementary design and materials. <br /> <br />
