2 <br /> <br />Salt storage at commercial, industrial, and institutional facilities <br /> <br />According to section 18.6 of the MS4 General Permit, permit holders must require proper salt <br />storage at commercial, institutional, and non-NPDES permitted industrial facilities. Runoff from <br />salt piles can increase the chloride concentration in the water supply, leading to toxic conditions <br />for the local ecosystem. Sodium from salt piles can compromise nearby soil structures, reducing <br />its water retention capacity and increasing the probability of erosion. <br /> <br />The creation of a new section within the City Code is proposed to include the MS4 salt storage <br />requirements. This section, titled Salt Storage at Commercial, Industrial, and Institutional <br />Facilities, is numbered 90-182 and located underneath the Environmental Protection article of <br />the Zoning and Land Use chapter. <br /> <br />The proposed section has three major additions. First, deicing materials must be stored indoors if <br />possible and be on an impervious surface. If stored outdoors, a permanent roof or impermeable <br />cover must be placed over the pile. Second, salt storage facilities must be in close proximity to its <br />use, and be away from salt-vulnerable natural areas. Third, practices must be implemented to <br />prevent exposure when transferring salt piles. A definitions list is included at the beginning to <br />improve clarity. These provisions are intended to decrease salt collection from runoff to reduce <br />its impact on the local ecosystem. <br /> <br /> <br />3. STAFF RECOMMENDATION: <br /> <br />Staff recommends approval of the proposed amendments to Sections 10-1, 10-38 and 10-39 of <br />the City Code related to the proper removal and disposal of animal waste and the proposed <br />amendments to Section 90-182 of the City Code related to salt storage at commercial, industrial, <br />and institutional facilities. <br /> <br />Staff recommends the Planning Commission open and hold a public hearing and take any and all <br />comments. <br /> <br />Attachments: <br />1.
