MINUTES FOR THE EDA MEETING OF DECEMBER 21, 2021 Chair Weidt called the meeting to order at 5:29 pm. PRESENT: Chrun, Denaway, Gallivan, Klein, Puleo, Roberts, Weidt. ABSENT: Arcand. STAFF: Bryan Bear, City Administrator Rachel Juba, Community Development Director Emily Weber, Community Development Assistant APPROVAL OF MINUTES FOR THE EDA MEETING OF NOVEMBER 16, 2021 Commissioner Roberts made a motion, seconded by Commissioner Klein, to approve the November 16, 2021 EDA meeting minutes. Ayes: All. Nay: None. Motion carried. 2021 EDA REVIEW Staff provided the EDA with an update of economic development throughout the city during 2021. The review included the new White Bear Lake Area School District’s elementary school located in Hugo. Access to the school will be created by construction of an intersection at 152nd Street North and Highway 61. Other projects were the Eagles Landing development in the Bald Eagle Industrial Park and an additional Schwieters building for their campus development on the corner of Fenway Boulevard North and 140th Street North. Staff highlighted the city project of 2021 that included the new public works building on the south side of Irish Avenue Park and the reconstruction of Lions Park. Looking forward to 2022, the EDA can expect to see preliminary plat and PUD applications for the property along Egg Lake that is known as Downtown Hugo. 2022 GOAL SETTING Staff provided a review of the 2021 EDA goals and facilitated the discussion on 2022 goals for the group. The EDA discussed small area planning on 165th Street N and Highway 61 and the benefit of Highway 61 visioning. Additional discussion included infrastructure improvements and development opportunities that would extend city sewer and water services to non-services areas. The group also talked about various grants that are offered at the county and state level. The EDA also emphasized the importance of maintaining relationships with property owners and local businesses. Staff will provide the updated goals for approval at the next meeting. UPDATE ON DOWNTOWN Staff provided an update on downtown redevelopment.
