MINUTES FOR THE EDA MEETING OF MARCH 15, 2022 <br /> <br />Chair Weidt called the meeting to order at 5:30pm. <br /> <br />PRESENT: Arcand, Chrun, Gallivan, Klein, Puleo, Roberts, Weidt. <br />ABSENT: Denaway <br /> <br />STAFF: Bryan Bear, City Administrator <br />Rachel Juba, Community Development Director <br />Emily Weber, Community Development Assistant <br /> <br />APPROVAL OF MINUTES FOR THE EDA MEETING OF FEBRUARY 15, 2022 <br /> <br />Commissioner Klein made a motion, seconded by Commissioner Roberts, to approve the February 15, <br />2022 EDA meeting minutes. <br />Ayes: All. <br />Nay: None. <br />Motion carried. <br /> <br />UPDATE ON DOWNTOWN DEVELOPMENT PROJECT <br />Staff provided background on the Downtown Hugo development project. At their September 15, <br />2020 meeting, <br />Mr. Trooien has been working with the TEP and wetland regulators including the DNR on his <br />application that includes boardwalk piers in wetlands. The application has been approved. Mr. <br />Trooien is requesting an extension to close on the first and second phase development and for the <br />completion date of the project phases. The proposed closing date is September 30, 2022, with an <br />option to extend until January 31, 2023. <br />Mr. Trooien addressed the EDA and stated that they have been working very hard on moving the <br />project along. The project has been a much more lengthy process than it was expected. Denny is <br />simply asking for more time to meet the previous deadlines. <br />President Weidt ask about the marketing of the property. Mr Trooien stated there was a letter of <br />intent with the Muddy Cow a year ago but they had to make changes. Limited marketing thus far due <br />to the hold up with the TEP. Denny stated that the PUD application was submitted in October 2021. <br />The application is now complete. <br />Commissioner Klein stated he doesn’t see a problem with the extension. The EDA agreed. <br />Puleo asked if the wetland impacts have been approved. Staff stated yes. The PUD still needs to be <br />approved at the Planning Commission and City Council. <br />Motion by Klein, seconded by Chrun to approve the requested extension. <br /> <br /> <br />
