Page 8 <br /> <br /> <br /> 8 <br />PUD final plat for each phase. The buildings are designed with traditional main street design <br />including well defined roof lines, a mix of quality masonry materials, breaks in the building <br />massing, and several large windows. <br /> <br />The downtown design guidelines encourage four-sided architecture, using the same quality <br />materials on all sides. It also states that all facades shall be articulated with a variety of materials, <br />details, and visual interest. Roof lines and cornices shall be completed in the three dimensional <br />manner and the front façade shall be unique and significant to the building. It’s in staff’s opinion <br />that the applicant has done a good job of accomplishing these items encouraged by the downtown <br />design guidelines by having the materials, design elements, and windows wrap around the <br />building. <br /> <br />The applicant shall create design guidelines for the overall PUD including required building <br />material to be reviewed and approved by staff. <br /> <br />Building Height <br /> <br />In the Central Business (C-1) zoning district the maximum building height is 35 feet. The <br />building at its highest dimension is proposed to be a maximum of 35 feet and will meet the <br />building height regulation. <br /> <br />The shoreland overly district has a building height regulation of 25 feet. The applicant is <br />proposing flexibility to allow the buildings in the shoreland area to be 27 feet. <br /> <br />Screening <br /> <br />Staff has some concerns about the location of the trash enclosure on the north side of the <br />property. Staff has requested that the applicant review this location and consider another location <br />for the trash enclosure. The trash enclosures shall be constructed of materials consistent with the <br />buildings and shall be screened. <br /> <br />The applicant has not provide the location for ground or roof top mechanical equipment. The <br />equipment shall be screen from public view. This may mean, for roof top mechanical equipment, <br />raising parapet of the wall to screen the equipment. <br /> <br />Signage <br /> <br />Staff recommends the applicant continue to work with staff on the sign design and location. All <br />signage is required to have a permit and approval by the City prior to construction and <br />installation of the signs. Staff also recommends that development sign criteria will established for <br />the overall PUD. <br /> <br />Ponding and Stormwater Management <br /> <br />The stormwater water quality and rate control requirements are proposed to be met through the <br />use of onsite permeable pavement.
