Approval of Minutes <br /> <br />Staff recommends approval of the minutes from the June 21, 2022 EDA Meeting as presented. <br /> <br />4. Update and Discussion on Downtown Hugo Project <br /> <br />At its Thursday, September 8, 2022, meeting the Planning Commission held a public hearing on <br />the preliminary plat and planned unit development general plan applications for the Downtown <br />Hugo project. The Planning Commission unanimously recommended approval of the <br />applications to the City Council. In the packet are the plans and comment letters from the DNR <br />and MnDOT. Staff will provide a short presentation on the plans <br /> <br />Mr. Trooien would also like to address the EDA about other items with the project that he <br />would like the EDA to consider. This includes the introduction of cost sharing on certain items <br />related to the development. <br /> <br />Staff recommends the EDA review the plans and make a recommendation to the City Council. <br />Staff recommends the EDA consider Mr. Trooien’s items for cost share and provide direction to <br />staff. <br /> <br />5. Discussion on Banners along Frenchman Road/CSAH 8 <br /> <br />In 2016, the EDA recommended approval of banner designs to the City Council. The banners <br />were ordered and put along Frenchman Road that same year. Banners usually last about 5 <br />years before they need to be replaced. It is in staff’s opinion that the general design is good, but <br />could use an upgrade. Staff has provided new banner designs for the EDA to consider. The 2022 <br />budget includes money for banner replacement. Attached in the packet are the existing design <br />and updated designs for consideration. Staff recommends the EDA provide a recommendation <br />on the banner designs. <br /> <br />6. Sponsorship Request from Hugo Area Business Association for Kidz n’ Biz Fest <br /> <br />On September 24, 2022, the annual Kidz ‘N Biz will take place at Oneka Elementary School. This <br />annual event is an opportunity for the HBA to directly connect with the Hugo families and <br />children in a PTA carnival atmosphere. This event is expected to attract more than 500 Hugo <br />children and their families and will feature an assortment of games and entertainment presented <br />by Hugo businesses. In previous years the EDA sponsored the event in the amount of $750. The <br />HBA is asking for the EDA to sponsor in that same amount again this year. <br /> <br /> <br />
