Approval of Minutes <br /> <br />Staff recommends approval of the minutes from the June 21, 2022 EDA Meeting as presented. <br /> <br />4. Oneka Commons Sketch Plan <br /> <br />The applicant is requesting review and comments on a sketch plan for development of the <br />properties with residential and commercial uses which includes rezoning and a comprehensive <br />plan amendment for change in the land use. The applicant has stated the first phase of the <br />development would be the two 70 unit apartments. The properties are generally located in the <br />area south of Frenchman Road/CSAH 8 and west of TH 61. The property owner, Marvin LaValle, <br />as signed a contact with the applicant, Peter Stalland (Oneka Commons, LLC), to develop the <br />properties. The proposed sketch plan includes 8 parcels totaling approximately 92 acres. The <br />parcels are currently vacant and vary in elevation with several constraints including wetlands, <br />floodplain/floodway, ditches, and the Met Council sewer interceptor. Staff recommends the <br />EDA discuss and provide feedback to the applicant on the proposed zoning and land use <br />changes, construction of streets, and proposed uses for the property. <br /> <br />5. Rosemary Place Sketch Plan <br /> <br />The applicant is requesting review and comments on a sketch plan for development of the <br />property with an apartment use, where current zoning and land use is commercial.The <br />applicant, Summit Management LLC, is proposing to construct a 90-unit apartment complex on <br />the west side of a 12.96-acre property, of which 7.75 acres are buildable. The property is <br />located to the south of Rosemary Way N and north of Frenchman Road/CSAH 8, west of Festival <br />Foods. The property is bisected diagonally by a 50-foot wide utility transmission line easement. <br />Staff recommends the EDA discuss and provide feedback to the applicant on the proposed <br />zoning and land use changes. <br /> <br />6. Update on Downtown Redevelopment <br /> <br />Staff will update the EDA on downtown redevelopment. <br /> <br />
