<br />Page 2 of 3 <br />Parks Commission Minutes <br />October 18, 2022 <br /> <br />3. Continued Discussion on Irish Avenue Park Complaint <br /> <br />At the June 15, 2022 Parks Commission meeting, a complaint from a resident neighboring Irish Avenue <br />Park was discussed and tabled to continue at a later meeting date. The Rupnow family informed of dogs <br />running at large onto their property killing a chicken and giving safety concerns. <br /> <br />Scott Anderson, Public Works Director, informed of the efforts to help the family. The trail system was <br />moved to create distance from the property. Fencing was mended/replaced on the border, signage was <br />installed, and a berm was created to encourage privacy. No additional complaints have occurred since <br />the June meeting. <br /> <br />Parks Commission members directed City Staff to install park rules signage at the new park access near <br />the new Public Works Building. All park boundary signs are also planned to be replaced due to fading. <br /> <br /> <br />4. Project Updates <br /> <br />The trail on Freedom Trail was re-constructed as part of the Oneka Parkway Road Reconstruction <br /> <br />The fencing around the pickleball courts at Arcand Park is under construction. <br /> <br />CivicRec was purchased to provide online scheduling for the Peder Pedersn Pavilion and other <br />community rooms with a start date estimated as January 1st 2023. <br /> <br />Anderson updated on the Bernin property. Asbestos was found in the structures requiring <br />removal/demolition. City Staff will start to advertise for demolition bids. <br /> <br />Shayla Denaway, Parks Planner, informed that the parcel adjacent to the Bernin property is now for sale. <br />15230 Green Ave N is an open lot at the end of the cul-de-sac and has sewer and water access for <br />purchase price of $149,000. The City owned Bernin property at 6540 Green Ave N has well and septic. <br />If this lot was purchased before planning of the park, it would be easier and less expensive to connect to <br />water or sewer in the future. If in planning the park, it was determined the parcel wasn’t needed it <br />could be sold at a later time. <br /> <br />Schmid made a motion, Rauschendorfer seconded to have City Staff pursue purchase of 15230 Green <br />Ave N. <br /> <br />All Ayes. <br />Motion approved. <br /> <br /> <br />5. Park Chair Discussion <br /> <br />Denaway informed of Roger Clarke’s resignation. Moore-Arcand informed she is not interested in the in <br />serving as Chair and is also willing to step back from the Vice Chair position if anyone is interested. The
