<br /> Page 2 of 2 <br />Parks Commission Minutes <br />December 15, 2021 <br /> <br /> <br />Denaway informed that WSB could research wetland banking which would allow credits to be received <br />and sold if the wetlands are improved and maintained. The Commission was generally favorable of <br />looking into wetland banking on the properties. <br /> <br /> <br />3. Sunset Lake Property Review <br /> <br />Amberg presented the Sunset Lake Park Preliminary Master Plan. <br /> <br />Previous concept sketches were drafted but needed revision after a neighborhood meeting providing <br />feedback with request to scale back, reduce parking spots, eliminate the shelter, not include access for <br />winter ice fishing and request for no motorized boat launch. DNR research was requested/reviewed on <br />water quality, depth, fishing, freeze out, animal species and restocking. A traffic study was done to <br />determine usage frequent, accessibility and safety. <br /> <br />The proposed plan shows entrance at Homestead Ave with fewer parking spots, a fishing pier, picnic <br />area and boulder outcropping. <br /> <br />Commissioners discussed removing the fishing pier because of the overall water depths, maintaining a <br />an accessible gradual trail entrance to lake, speed bump, and using boulders and landscaping to prevent <br />vehicle access to the lake in the winter. There was also concern expressed over trash and vehicle lights. <br />The Commission preferred maintaining drive thru access off of Homestead and 125th Street to avoid <br />dead end parking, improve vehicle circulation, and allow for site lines into the property. <br /> <br />All Commission members agreed on the discussed changes and directed staff to hold a neighborhood <br />meeting in the spring. <br /> <br /> <br />4. 2021 Annual Report <br /> <br />Denaway presented the 2021 Annual Report of the Parks, Recreation and Open Space Commission. <br /> <br />The report included Sunset Lake Park planning, park dedication fees, ongoing Oneka Trail Study, <br />residential developments reviewed in 2021, and the planning and construction of Lions Park. <br /> <br />Moore-Arcand made a motion, McGinnity seconded to approve the annual report as presented. <br /> <br />All ayes.
