Page 2 of 3 <br />Parks Commission Agenda <br />July 20, 2022 <br /> <br />Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of July 20, 2022 <br />Hugo City Hall, 7:00 pm <br /> <br />Approve Minutes from June 15, 2022 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of June 15, 2022. <br />PLEASE SEE THE ATTACHED MINUTES. <br /> <br />Oneka Prairie <br />Southwind Holdings, LLC has submitted a sketch plan application requesting approval of a residential <br />development to be known as “Oneka Prairie”. The development consists of 59 single family units, outlots, <br />sidewalks/trails, and a tot lot. The developer is proposing to dedicate a combination of land and fee to satisfy <br />park dedication and to construct amenities on the proposed tot lot. Staff recommends input be given on the <br />proposed park site plan and that the proposed park dedication of .66 acres plus fee be approved. <br />PLEASE SEE THE ATTACHED MEMO. <br /> <br />Goodview Estates <br />Integrity Land Development has submitted an application requesting approval of a Preliminary Plat for a <br />residential development to be known as “Goodview Estates”. The development consists of 59 single family <br />units and a trail. Because the development meets the subdivision regulations and is consistent with <br />comprehensive land use regulations, the city must approve the preliminary plat. The developer is proposing <br />to pay fees to satisfy park dedication. Staff recommends acceptance of the park dedication proposal. <br />PLEASE SEE THE ATTACHED MEMO. <br /> <br />Irish Avenue Park Complaint <br />The Rupnows, at 8340 140th Street, addressed the Commission at the June 15, 2022 meeting regarding dogs <br />at Irish Avenue Park. Staff has been in discussions with the Rupnows regarding dogs and construction of <br />Public Works. The Rupnows shared stories of aggressive dogs at the park as well as dogs entering their <br />property and killing their chickens. The Commission asked to continue the discussion at their next meeting. <br /> <br /> <br />Lions Park Updates <br />The Council reviewed proposed park signage at its July 5, 2022 meeting and directed staff to prepare mock <br />ups with the name “Hugo Volunteer Park” and naming the building in honor of Peder Pedersen. Pedersen <br />was instrumental in the purchase of the bernin property and what is not Irish Avenue Park. He served on the <br />Parks Commission for many years, is long serving member of the Lions Club, and is a well-known community <br />volunteer. The signage and naming is on the July 18, 2022 Council agenda. It is likely that the park will be <br />named “Lions Volunteer Park” and building “Peder Pedersen Pavilion”. Staff will provide an update on <br />Council discussions. <br />
