Page 2 of 2 <br />Parks Commission Agenda <br />February 15, 2023 <br /> <br />Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of February 15, 2023 <br />Hugo City Hall, 7:00 pm <br /> <br />Approve Minutes from January 18, 2023 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of January 18, 2023. <br />PLEASE SEE THE ATTACHED MINUTES. <br /> <br />Update on North Star Wetland Bank <br />At the Parks Commission meeting of April 20, 2022, the Parks Commission approved an assessment of land <br />proposed to be restored as a wetland. WSB conducted the vegetation and hydrology assessment July- <br />October and have submitted a memo summarizing their findings. WSB is recommending that a draft <br />prospectus (preliminary application) be made to the Technical Evaluation Panel, which is the first step in <br />seeking approval for a wetland bank. At their meeting of February 6, 2022, the Council authorized staff to <br />begin discussions with WBLAS to draft an agreement for the project and land. Staff will present a summary <br />of the assessment and an update on the next steps. <br /> <br />Bernin Property Master Plan <br />At the meeting of February 16, 2022, the Parks Commission reviewed the history of city-owned property at <br />6540 Greene Avenue North. The 22 acre property includes 1,600’ of shoreline on Oneka Lake and is also <br />adjacent to Oneka Lake Park. In August 2022, the Bernins ended their lease of the property. In November <br />2022, the City purchased an adjacent lot from the Bernins at 15320 Greene Avenue. The Parks Commission <br />included “plan for construction of improvements to the Bernin properties” in their 2023 Goals. Staff will <br />present a review of the master plan approved in 2004.
