<br />Page 1 of 3 <br />Parks Commission Minutes <br />October 18, 2022 <br />Minutes <br />Parks, Recreation, and Open Space Commission <br /> <br />Meeting of October 19, 2022 <br />Present: Emily McGinnity, Cathy Moore-Arcand, Mat Rauschendorfer, Nicole Schmid, Meredith St. <br />Pierre, Ranell Tennyson. <br /> <br />Staff Present: Scott Anderson, Public Works Director <br /> Shayla Denaway, Parks Planner <br />Debi Close, Parks Secretary <br /> <br />Acting Chair Moore-Arcand called the meeting to order at 7:01 pm. <br /> <br /> <br />1. Approval of Minutes from the September 21, 2022 Meeting <br /> <br />St Pierre made a motion, McGinnity seconded to approve the minutes of the September 21, 2022 Parks <br />Commission meeting. <br /> <br />All ayes. <br />Motion approved. <br /> <br /> <br />2. Hugo Estates <br /> <br />TPP, LLC has submitted an application requesting approval of a conditional use permit for Hugo Estates. <br />54 unit apartment building and 16 manufactured home sites on 7 acres. It will expand the existing Hugo <br />Estates manufactured home community located at 15057 Forest Boulevard North, managed by Summit <br />Management. The approval request included a Minor Subdivision, Comprehensive Plan Amendment, <br />Zoning Amendment and a variance which will be reviewed by the Planning Commission. The <br />Neighborhood Park Service Area has Oneka Ponds Park, Hugo Elementary playground, North Star <br />Elementary and City property. A pedestrian route is of interest and has been discussed with the Hugo <br />Good Neighbors Food Shelf to provide access to the Hardwood Creek Regional Trail. <br /> <br />Rauschendorfer made a motion, McGinnity seconded to approve payment of park dedication fees for <br />Hugo Estates. <br /> <br />All Ayes. <br />Motion Carried <br /> <br />
