This information <br />will also be used to further refine construction cost estimates. <br /> <br />3. Both a Natural Heritage Information System (NHIS) and a MN State Historic <br />Preservation Office (SHPO) review will be required to ensure the project can <br />move forward without encountering ecological, historical, and or cultural issues <br />that can greatly influence the design, viability, and schedule of the project. WSB <br />staff will submit for review under both these programs. This task does not include <br />field surveys. <br /> <br />4. Completing an additional existing vegetation survey will be needed to <br />characterize the vegetative community at survey plots that were established <br />during the 2022 growing season. These data determine the floristic quality and <br />abundance of invasive species to quantitatively show “functional lift” from existing <br />to proposed conditions with respect to both wetland and upland vegetation. <br /> <br />5. The concept plan from the draft prospectus will be refined into a CAD based <br />concept (60%) plan based on topography, hydrology data, hydraulic modelling, <br />and soils data collected for the stie. <br /> <br />6. A draft conservation easement description and title review will be completed <br />for the parcel. <br /> <br />7. Hydrologic and hydraulic analysis will be completed for the site based on <br />existing conditions and the proposed site plan. WSB staff will model existing site <br />hydrology and model proposed bank design alternatives to determine if <br />hydrology can be maintained to meet performance standards while effectively <br />moving excess water downstream so as not to negatively impact adjacent <br />properties and infrastructure. <br /> <br />8. The Prospectus document will be drafted based on the data collected under <br />this phase of the banking process and will be submitted to the TEP and Board of <br />Water and Soil Resources/US Army Corps of Engineers Interagency Review <br />Team (IRT) for review and comment. <br /> <br />9. WSB will attend a TEP/IRT meeting to discuss the prospectus application. <br /> <br />10. This task includes TEP/IRT comment coordination with the project team and <br />TEP/IRT members. If the TEP/IRT requests that the comments be addressed in <br />the prospectus document prior to moving on to the Mitigation Banking <br />Instrument, a separate scope of work will be provided for that work. <br /> <br />11. A level 2 wetland delineation will be completed for the site including sample <br />points along each ditch, at historic spoil piles and throughout the interior of the <br />site. This will give a true depiction of the wetland complex and will determine <br />whether this project can receive Restoration or Enhancement credits. <br /> <br />
