<br />G.4 Approve Master Service Agreement with Baker Tilly for Municipal Advisory Services <br /> <br />The City entered into a contract with Baker Tilly (formerly Springsted Incorporated) on July 21, <br />2017, for municipal advisory services including debt issuance, arbitrage calculation and <br />continuing disclosure. With the long lag between contract updates and current inflationary <br />pressures, Baker Tilly has been rolling out new Master Service Agreements (MSA) for <br />Municipal Advisory Services with updated contract fees. The City Attorney has reviewed the <br />proposed MSA and the Finance Department recommends City Council approve the Master <br />Service Agreement with Baker Tilly for Municipal Advisory Services and authorize the City <br />Administrator to execute the agreement. <br /> <br />G.5 Approve Purchase of Felling Pan Trailer for the Public Works Department <br /> <br />In 2003, the City purchased a tandem axle Felling skid steer trailer that was primarily used to <br />haul with either of the skid steers and any corresponding attachments, as well as items that were <br />too large to be hauled in trucks. This trailer has been in service for 21 seasons and is nearing the <br />end of its useful life. Money is included in the 2024 budget to cover the purchase of a new <br />Felling skid steer trailer and the Public Works Department would like to purchase it using the <br />Mn/DOT Cooperative Purchasing Venture (CPV) State contract which would assure that the City <br />of Hugo will receive the best price available. Staff recommends Council authorize the purchase <br />of the Felling pan tilt trailer as outlined in the quote from Lano Equipment Inc. in the amount of <br />$17,125.44. <br /> <br />G.6 Approve Quote for 2024 Dust Control Project <br /> <br />The City of Hugo currently applies dust control to approximately 23 miles of gravel roads <br />located within its municipal boundaries. The City’s 2024 General Budget has accounted for a <br />dust control project in 2024. As in past years, staff will also work with May Township to cost <br />share for the application of dust control on the shared portion of Keystone Avenue, north of <br />County Road 4. Two quotes for dust control were received and opened on April 9, 2024. The <br />low quote was from Envirotech Services at $1.39 per gallon. With City Council approval, staff <br />would coordinate with Envirotech Services to deliver and place a total of 109,000 gallons of <br />calcium chloride in two separate applications, once in mid-June and again in mid-August. Staff <br />recommends Council approve the quote from Envirotech Services for calcium chloride for 2024 <br />dust control. <br /> <br />I.1 Approve Resolution Receiving Bids and Awarding the Contract for 125th Street and <br />Dellwood Ridge Development Street Project <br /> <br />At its March 4, 2024, meeting, Council approved a resolution approving the plans and specifications <br />and authorizing advertisement for fids for the 125th Street and Dellwood Ridge Neighborhood street <br />improvement project. The bid opening is scheduled for Friday, April 12, 2024, at 10 a.m. Staff will <br />present the results of the bid opening to the Council and will request Council approve a resolution <br />receiving the bids and awarding the contract. <br /> <br />M.1 Reminder - Council Workshop on Monday, April 22, 2024 <br /> <br />The Council has scheduled a workshop for Monday, April 22, 2024, at 6 p.m. at the Pede Pedersen <br />Pavilion. Discussion items will be bridges, cannabis and shoreland ordinances, and Fire Department <br />staffing structure.
