Site Plan and Interim Use <br />Permit requests for a Solar Farm located east of Everton Avenue North and north <br />of 149th Street North <br /> <br />DATE: May 1, 2024 for the City Council meeting of May 6, 2024 <br /> <br />ZONING: Agricultural (AG) <br /> <br />LAND USE: Large Lot Residential (LL) <br /> <br />60-DAY REVIEW DEADLINE: Review Deadline Waiver Signed by Applicant <br /> <br /> <br />1. PLANNING COMMISSION UPDATE: <br /> <br />At its meeting on Thursday, April 11, 2024, the Planning Commission held a public hearing and <br />considered the requests. It was in staff’s opinion that the applicant’s proposal met all of the <br />requirements in City Code and criteria of approval, and staff recommended approval of the <br />requests to the Planning Commission. There were eleven people that spoke during the public <br />hearing, seven of whom were residents in the immediate area, one of whom was a resident not in <br />the immediate area, one of whom was from an advocacy group supporting solar energy, and two <br />of whom were representatives of the applicant, Enterprise Energy. <br /> <br />There were several comments and concerns raised by the residents, described in the following: <br /> <br />1. Concerns that the proposed solar farm does not meet the essential character of the <br />surrounding area <br />2. Concerns that the proposed vegetative buffer would not adequately screen the solar farm <br />from view of surrounding properties <br />3. Many residents commented that the proposed galvanized chain link fence would create <br />more of a visual disruption than a fence coated in a darker color <br />a. The applicant stated that he would be willing to change the fence to a more <br />suitable color
