<br />Enterprise Energy <br />2925 Dean Parkway, Execu8ve Suite 300 <br />Minneapolis, MN 55416 <br />(952) 212-0824 <br /> <br />4 <br /> <br /> <br />City environmental consultants reviewed the plan and made recommendations based on the <br />other studies and plans that we submitted. Based on those recommendations, we changed <br />vegetative screening trees to balsam fir and dogwood shrubs to ensure hardiness through diversity <br />of species and tailored other plantings to specific soil types and hydrology. We also changed tree <br />size to a minimum of 6 feet at the time of planting. The plan is attached as Exhibit 13. <br /> <br />Decommissioning Plan: We prepared a decommissioning plan that addresses the specific <br />costs and procedures associated with decommissioning the project. The solar tenant and its <br />successors shall be responsible for decommissioning of the solar installation upon the expiration <br />of the lease, land use permits, or the cessation of power generation for a period longer than 12 <br />months, at which point the solar installation will be deconstructed and removed. All footings, <br />electrical components and underground wires, fences, and other solar equipment will be removed, <br />and the land can be reused for an alternative use. <br /> <br />The solar installation will comply with decommissioning security requirements or procedures <br />that are required by the land use authority. The land lease contains a contractual obligation for the <br />solar tenant to decommission the solar installation and restore the property. It also requires that the <br />tenant post a security for removal in the form of a bond, escrow, or letter of credit prior to <br />construction, payable to the property owner, in the event that the land use authority does not require <br />one. The purpose of the security is to ensure that sufficient money is set aside to remove the solar <br />installation before it is built. <br /> <br />Site Plan Changes: The site plan has been through multiple drafts and redesigns to comply <br />with the new ordinance as well as in response to the results of the abovementioned work. Most <br />noticeably, the setbacks to property lines and dwellings are far larger than before. This reduced the <br />footprint of the project to approximately 4 acres.
