Lipman for a series <br />of evidentiary hearings in October and December 2023. The disputes between the parties <br />relate to the appropriateness of amendments made by the Commissioner of Natural <br />Resources to water appropriation permits held by municipalities neighboring White Bear <br />Lake. <br />Colin P.
