Liberty Classical Academy: Phase 1 – Lower School Addition <br />11/30/23 – Revised 05/06/24 <br />Page 3 Neighborhood commitment: To minimize disruptions, Liberty has proposed to provide adequate screening for neighbors and forgo field lighting systems <br />and speaker-integrated scoreboard systems in the initial phases. If this changes in the future, Liberty will be sure to address <br />this with the community in a full site plan review and community meetings. <br />Furthermore, Liberty aims to create opportunities for neighbors, including allowing use of their trails through the property <br />leading to Goggins Lake. This aligns with Hugo's comprehensive plan, emphasizing partnerships and innovative approaches <br />for park and trail development and fostering community connections. Site Signage: Currently, in the first phase, Liberty has no plans to introduce additional monument signage. There will be a wall mounted <br />sign affixed to the existing building as shown in the elevations. <br />Traffic: <br />The Liberty Classical Academy currently generates 153 trips in the AM peak hour and 78 trips in the school PM peak hour. <br />With the Phase 1 expansion, it is anticipated the school will generate 330 AM peak hour trips and 183 trips in the school PM <br />peak hour. With the full buildout of the school campus, it is anticipated the campus will generate 751 AM peak hour trips <br />and 436 trips in the school PM peak hour. <br /> A capacity analysis was performed for Existing (2023), Opening Year (Phase 1) No-Build and Build, and Design Year (full <br />buildout) No-Build and Build scenarios. All intersections and individual movements in the Existing (2023) and Opening Year <br />(Phase 1) No-Build/Build scenarios are anticipated to operate at LOS C or better. During the Design Year (full buildout) No- <br />Build and Build scenarios, the westbound left turn movement at the intersection of 122nd Street & Manning Trail is <br />anticipated to operate at LOS D and LOS F during the AM and PM peak hours, respectively. The delay per vehicle is <br />anticipated to reach at most 53 seconds per vehicle for this movement and all other movements at the intersection operate <br />at LOS B or better in all scenarios. Because of this, implementation of a signal or other traffic control alternatives are not recommended. Queueing for the site was analyzed, the pick-up/drop-off school’s queueing was modeled to determine the maximum <br />anticipated queues for a typical school day. The site provides storage of dedicated vehicular queueing which is sufficient to <br />store the anticipated queues. All queues are anticipated to remain on site and not impact any public roadways. <br />Queueing for the Phase 1 lower school expansion is not anticipated to impact public streets because the anticipated queues <br />will be approximately 600 feet with the Phase 1 expansion (see queueing exhibit with Civil plans). <br />Per the results of the analysis, the mitigation recommended for the Phase 1 lower school expansion project are listed <br />below: <br />•A northbound right turn lane should be constructed at the site access along Keller Avenue for Phase 1 buildout. <br />•A southbound right turn lane on Keller Avenue at 122nd Street for the Phase 1 buildout.
