Liberty Classical Academy Site Plan and CUP Page 3 The applicant has been working on revisions to the plan to be reviewed and approved by staff. Staff meet with Washington County on Tuesday, May 21, 2024, to discuss the project and access points. They stated although an access on to 122nd Street/CR7 may be reasonable, the proposed access on County Road 57/Keller Avenue is also reasonable and safe. They have reviewed the traffic information and proposal from the applicant and they do not foresee a safety or traffic issue on Keller Avenue/CR 57 and 122nd Street/CR 7. The County roads have the capacity for additional traffic and with proposed improvements will be designed to be safer. The County looks at the area as a whole when reviewing the project and they do not see problem occurring regarding congestion or safety on the County Road systems with the building addition. The only improvements required for the building addition are a north bound right turn lane at the access point into the school property and a south bound right turn lane on Keller Avenue/CR57 to 122nd Street/CR7, both of which are the responsibility of the applicant to construct at their expense. 2. DESCRIPTION OF REQUEST: The applicant is seeking approval of a site plan and conditional use permit (CUP) for an approximately 33,500 square foot building addition to the existing school and associated parking on the property located at 10158 122nd Street North. The building addition includes classrooms, a gymnasium, and other learning spaces. There are stormwater management facilities and the septic system that are proposed to be located in May Township. The applicant is requesting a CUP in May Township for these associated services proposed to be located in May Township. Staff has been coordinating with May Township on the review of the requests in both communities. The request in May Township is for a CUP for accessory services for a school expansion for the septic system and stormwater management facilities. May Township Planning Commission will review this at its May 30, 2024, meeting. 4. BACKGROUND: The property was previously used as Withrow Elementary school in the Stillwater School District. The school was closed in 2018 and was vacant for a period of time. Liberty Classical Academy private school has purchased the property and has occupied it for the last few years. The school is currently used be used for their pre-k through 2nd grade education program. With the building addition the school have pre-k through 2nd grade and the high school students. The applicant has purchased additional property in Hugo and May Township. Staff understands from Liberty Classical Academy that there is a goal for a school campus at this location.
