<br />BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON AUGUST 19, 2024 <br /> <br /> <br /> <br />D.1 Approval of Minutes for the August 5, 2024 City Council Meeting <br />D.2 Approval of Minutes for the August 6, 2024, National Night Out <br /> <br />Staff recommends Council approve the above minutes as presented. <br /> <br />G. 1 Approve Claims Roster <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Letter Granting Permission to Unbury Urn at Walker Cemetery <br /> <br />Staff has received a request from Denise Goiffon on behalf of her mother, Kitty, for permission <br />from the City to unbury and remove her son’s urn and headstone from the Walker Cemetery. The <br />urn was buried there by the father of Dennis Goiffon after Dennis’s death in 2009. The family <br />would now like to relocate the urn and headstone to the St. John’s Cemetery. Staff has <br />confirmed the headstone is on the City owned cemetery property approximately 18-20 feet <br />within the southwest property lines. Hugo City Code requires written approval of the City prior <br />to any disinterment taking place at the Walker Cemetery. Staff recommends Council approve <br />the letter granting permission to Denise Goiffon to unbury Dennis’s urn from the Walker <br />Cemetery. <br /> <br />G.3 Approve Pay Request No. 3 to Dresel for the 125th/Dellwood Ridge Project <br /> <br />Dresel Contracting, Inc. has submitted Pay Request No. 3 in the amount of $371,765.77 for work <br />certified through July 31, 2024, on the 2024 125th Street/Dellwood Ridge Neighborhood <br />Improvement Project. The final layer of asphalt has been placed along 125th Street and work <br />continues along Heather and Upper Heather Avenues. City staff has inspected the work and <br />recommends Council approve the payment to Dresel Contracting, Inc. in the amount of <br />$371,765.77. <br /> <br />G.4 Approve Development Sign Criteria and Resolution Approving an Encroachment <br />Agreement for Schwieters <br /> <br />Schwieters Properties have requested approval of development sign criteria and an encroachment <br />agreement. Development sign criteria allows for flexibility for multi-tenant buildings and <br />campus developments. Schwieters would like to locate freestanding signs within the right of way <br />of Fenway Boulevard North. The locations have been reviewed by staff and staff is comfortable <br />with the locations. Staff recommends approval of the development sign criteria and resolution <br />approving an encroachment agreement, subject to City Attorney review and approval. <br /> <br />G.5 Approve Resolutions Approving a Comprehensive Plan Amendment, Rezoning, <br />Preliminary Plat, Site Plan, Conditional Use Permit, Variance, and Final Plat for <br />Frenchman Place 5th Addition <br /> <br />HW1, LLC, c/o Summit Management, LLC, is requesting a comprehensive plan amendment to <br />change the land use from Commercial (COM) to High Density Residential (HD). The applicant <br />is requesting to rezone the property from General Business (C-2) to Medium Density Multiple <br />Family Residential (R-5). The applicant is requesting approval of a site plan and conditional use
