Agenda Number: G.5 <br /> <br /> <br />CITY OF HUGO <br /> <br />PLANNING AND ZONING <br />APPLICATION STAFF REPORT <br /> <br /> <br />TO: Bryan Bear, City Administrator <br /> <br />FROM: Rachel Juba, Community Development Director <br /> <br />SUBJECT: HW1, LLC, c/o Summit Management, LLC – Frenchman Place 5th Addition. <br />Comprehensive plan amendment, rezoning, preliminary plat, site plan, conditional <br />use permit, and variance, for a 89 unit three story apartment building located west <br />of Everton Avenue and south of Rosemary Way. <br /> <br />DATE: August 15, 2024, for the City Council meeting of August 19, 2024 <br /> <br />ZONING: General Business (C-2) <br /> <br />COMPREHENSIVE PLAN: Commercial (COM) <br /> <br />120-DAY REVIEW DEADLINE: September 28, 2024 <br /> <br />1. PLANNING COMMISSION UPDATE: <br /> <br />At its August 8, 2024, meeting the Planning Commission held a public hearing and considered <br />the request. There was one person that spoke during the public hearings. There were concerns <br />and questions about additional traffic on to Rosemary Way and as it circulates to Victor Hugo <br />Boulevard and Everton Avenue. There will be additional traffic with development of this <br />property. Rosemary Way is a collector road and can accommodate the additional traffic. Each <br />year the intersections of Victor Hugo Boulevard and Everton Avenue at County Road <br />8/Frenchman Road are evaluated by Washington County. They evaluate potential intersection <br />improvements based on warrants regarding amount of traffic, congestion, and accidents. <br /> <br />The Planning Commission agreed that the use was a good fit in this location and met the criteria <br />for approval of the requests. The Planning Commission unanimously recommended approval to <br />the City Council for the requests. <br /> <br />2. DESCRIPTION OF REQUEST: <br /> <br />The applicant is requesting a comprehensive plan amendment to change the land use from <br />Commercial (COM) to High Density Residential (HD). The applicant is requesting to rezone the <br />property from General Business (C-2) to Medium Density Multiple Family Residential (R-5). <br />The applicant is requesting approval of a site plan and conditional use permit (CUP) for an 89-
