We have reviewed the following information related to this application: • Hugo West Apartments – Civil and Landscape Plans by Larson Engineering dated July 9, 2024 • Stormwater Management Plan by Larson Engineering dated July 9, 2024 • Frenchman Place 5th Addition Final Plat by E.G. Rud & Sons dated July 8, 2024 Based on the review of the documents submitted, we offer the following Engineering comments related to this application: General/Access/Grading/Plat 1. The site is located south of Rosemary Way, north of Victor Hugo Boulevard and east of Festival Foods. 2. Two access points to the parking lot are proposed from Rosemary Way with acceptable locations. 3. The entire site including the park area is proposed to be mass graded. 4. A 12-ft easement along Victor Hugo Boulevard needs to be included to accommodate a future trail providing access to the park immediately east of the Hugo West Apartments. 5. Drainage and Utility Easements will need to be provided over existing wetlands on the site. Utility Plan 6. Utilities were previously provided to the site to accommodate development of this parcel. Existing 8” sanitary sewer, 8” watermain as well as a 21” storm sewer along Rosemary Way are being utilized to serve the property. Other storm sewer extensions into the site that are not needed are proposed to be abandoned. 7. The City Fire Chief has reviewed emergency access and fire coverage for the site. Stormwater Management 8. Stormwater Management for the site is being met through the use of previously constructed stormwater management facilities intended for this property. Verification of adequacy of existing facilities has been reviewed. 9. Stormwater reuse is not proposed to be utilized for this site as stormwater storage is handled offsite.
