Hugo City Council <br />August 13, 2024 <br />Page 2 <br />M:\024365-000\Admin\Permits\24.14 Hugo West Apartments\Replacement <br />App\CityCouncilMemo\Memo - Hugo City Council - 24.14HugoWestApartments - <br />Replacement_081324.docx <br />The chosen alternative (See Attachment 3) utilizes 4.4 acres of the site to meet the project goal. <br />Wetland impacts were minimized from a concept reviewed by the Technical Evaluation Panel <br />(TEP) by reducing impacts to Wetlands 3 and 7 resulting in 0.43 acre of permanent wetland <br />impact. <br /> <br />This amount of impact must be replaced at a 2:1 ratio (0.86 acre) and is proposed to be replaced <br />using wetland bank credits from wetland bank 1762 in Anoka County. The proposed bank site is <br />not in the same minor watershed that the impacted wetlands are in, but the bank site is within the <br />same major watershed (See Attachment 4). <br /> <br />Special considerations required to be considered as part of the application process have been <br />addressed. Blanding’s Turtle, classified as a threatened species in MN, habitat is present on site <br />and individuals may be encountered during site development. Permit conditions will include <br />guidance on how to avoid and mitigate impacts and incidental take of Blanding’s Turtle. <br /> <br />Based on the application materials submitted by the applicant and subsequent review of those <br />materials against MN Rule 8420, the Wetland Conservation Act (WCA), the applicant has met all <br />of the rule requirements for wetland impact sequencing and replacement. <br /> <br />I recommend approval of this application for wetland impacts sequencing and replacement. <br />Application materials and site plans are attached to this memo. <br /> <br /> <br />Attachments: <br /> <br />Attachment 1.
