<br /> <br /> <br />September 11, 2024 <br /> <br /> <br /> <br />Honorable Mayor and City Council <br />City of Hugo <br />14669 Fitzgerald Avenue North <br />Hugo, MN 55038 <br /> <br />Re: Authorization to Prepare a Feasibility Study for the 2025 Beaver Ponds Area Street <br />Improvement Project and the 2025 Duck Pass, Palmes Long Lake Estates, and Ingersoll <br />Avenue Neighborhood Improvement Project <br /> <br /> <br />Dear Mayor and Council, <br /> <br />Each year the City reviews and assesses priorities for upcoming capital improvement projects <br />throughout the City. Staff has reviewed recent road rating data that is currently being completed <br />in 2024 and have developed an updated 5-year Capital Improvements Plan that City Council had <br />reviewed as part of the August 29, 2024 work session. Attached is the draft map highlighting the <br />proposed capital improvements as well as the associated costs for years 2022-2026. We have <br />worked closely with Finance Director Wobse regarding long term financial planning. Another <br />Council work session is scheduled for this fall to further evaluate the full 5-year CIP and <br />associated funding needs. <br /> <br />Staff is recommending moving forward with the Capital Improvement Plan Project(s) identified for <br />2025 in the draft Capital Improvement Plan as the public improvement process is lengthy. Staff is <br />recommending that these projects be go through separate public improvement processes due to <br />differences in types of construction, and locations. <br /> <br />Staff is requesting authorization to prepare feasibility studies for both the 2025 Beaver Ponds <br />Area Street Improvement Project and the 2025 Duck Pass, Palmes Long Lake Estates and <br />Ingersoll Avenue Neighborhood Street Improvement Project.
