<br />BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON SEPTEMBER 16, 2024 <br /> <br /> <br />D.1 August 29, 2024, Midyear Budget Workshop <br />D.2 September 3, 2024, Council Meeting <br />D.3 September 10, 2024, Hugo Area Business Association Breakfast <br /> <br />Staff recommends Council approve the above minutes as presented. <br /> <br />F.1 Good Neighbor Days Recap – Lions Member Carrie Schwieger <br /> <br />The Hugo Lions Club held Good Neighbor Days on June 7-9, 2024, for the first time at the new <br />Lions Park and Pede Pedersen Pavilion. The Hugo Lions Club would like to provide Council a <br />recap of the event. <br /> <br />G. 1 Approval of Claims <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Resolution Approving Preliminary Tax Levy for 2025 <br /> <br />At its August 29, 2024, Midyear Budget Workshop, the City Council listened to a presentation <br />from Finance Director Anna Wobse highlighting revenues and expenditures to-date as well as <br />projections for the 2025 fiscal year. City Engineer Mark Erichson also presented to the Council <br />an updated 5 Year Street Capital Improvement Plan and discussion was had about future <br />unfunded infrastructure projects. It was the consensus of the Council that the 2025 preliminary <br />levy revert back to following the flat tax rate policy in order to provide additional funds for <br />future infrastructure projects. The total proposed 2025 property tax levy of $12,847,855 will <br />move the urban tax rate to 39.190% of tax capacity. Staff believes this levy is sufficient to fund <br />the operating and capital budgets in 2025 and meets the objectives of the City Council to begin <br />funding future infrastructure projects and recommends the City Council approve the Resolution <br />Approving the Preliminary Tax Levy Payable in 2025. <br /> <br />G.3 Approve Pay Request No. 4 Dresel Contracting for 125th Street and Dellwood Ridge <br />Streets Improvement Project <br /> <br />Dresel Contracting, Inc. has submitted Pay Request No. 4 in the amount of $219,282.52 for work <br />certified through August 30, 2024, on the 2024 125th Street/Dellwood Ridge Neighborhood <br />Improvement Project. The first layer of asphalt has been placed along Heather and Upper <br />Heather Avenues and restoration work has begun. City staff has inspected the work and <br />recommends Council approve the payment to Dresel Contracting, Inc. in the amount of <br />$219,282.52. <br /> <br />G.4 Approve Resolution Creating a New Special Revenue Fund <br /> <br />The City of Hugo has received miscellaneous revenues from the State of Minnesota in the form <br />of Public Safety Aid and Local Affordable Housing Aid. These funds need to be accounted for <br />separately from other already established funds for tracking and reporting purposes. Generally <br />Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board’s <br />(GASB) Statement Number 54 provide special revenue funds to account for and report the
