Council Meeting Minutes for September 16, 2024 <br />Page 2 of 5 <br /> <br />Good Neighbor Days Recap – Lions Member Carrie Schwieger <br /> <br />The Hugo Lions Club held Good Neighbor Days on June 7-9, 2024, for the first time at the new <br />Lions Park and Pede Pedersen Pavilion. Lions Club President Carrie Schwieger provided <br />Council a recap of the event. Also attending the meeting were Vice President Chris Clausen and <br />Lions Members Pede Pedersen and John Kelly. <br /> <br />Carrie said this was the 48th year of Good Neighbor Days, and she had been in charge of <br />organizing it. In preparation, members of the Club visited other fall festivals. New this year was <br />Pickleball, Hugo’s Got Talent show, and Fingerboarding demonstrations. Returning events from <br />last year were the Ribfest, Parade, Kidfree Zone, Cornhole Tournament, live music, and <br />fireworks. There was also 35 craft and business fair booths, and they hoped to collaborate with <br />the Hugo Area Business Association on that next year. In the pavilion building they had Bingo <br />and the Historical Commission display. For next year, they needed to work on access to the <br />building to keep it locked at certain times and have handouts because the Historical Commission <br />was getting a lot of questions. It was acknowledged that parking was a challenge, and they <br />would be talking about increasing the use of the free shuttle next year. The organizer for next <br />year’s event would be the current Vice President Chris Clausen. Carrie said they made around <br />$70,000 that goes into their operating fund and is used for Food Shelf and Yellow Ribbon <br />donations, school scholarships, emergency relief, senior dinners, and random requests that are <br />voted on by the Club. <br /> <br />The Lions presented the Council with a plaque in appreciation of their support. <br /> <br />Approval of Consent Agenda <br /> <br /> Klein made motion, Miron seconded, to approve the following Consent Agenda. <br /> <br />1. Approve Claims Roster <br />2. Approve Resolution Approving Preliminary Tax Levy for 2025 <br />3. Approve Pay Request No. 4 Dresel Contracting for 125th Street and Dellwood Ridge Streets <br />Improvement Project <br />4. Approve Resolution Creating a New Special Revenue Fund <br /> <br />All Ayes. Motion carried. <br /> <br />Approve Claims Roster <br /> <br />Adoption of the Consent Agenda approved the Claims Roster as presented. <br /> <br />Approve Resolution Approving Preliminary Tax Levy for 2025 <br />  <br />At its August 29, 2024, Midyear Budget Workshop, the City Council listened to a presentation <br />from Finance Director Anna Wobse highlighting revenues and expenditures to-date as well as <br />projections for the 2025 fiscal year. City Engineer Mark Erichson also presented to the Council <br />an updated five-year Street Capital Improvement Plan, and a discussion was had about future <br />unfunded infrastructure projects. It was the consensus of the Council that the 2025 preliminary <br />levy revert back to following the flat tax rate policy in order to provide additional funds for
