G. 1 Approval of Claims Staff recommends Council approve the Claims Roster as presented. G.2 Approve Annual Performance Review for Finance Director Anna Wobse Anna Wobse was hired as the City’s Accounting Clerk on October 27, 2008, and has worked in accounts payable and payroll functions. In March 2018, Council approved Anna as the new Finance Coordinator and in October 2021 as the new Finance Director. City Administrator Bryan recommends Council approval of the annual performance review for Finance Director Anna Wobse G.3 Approve Daniel Koch as New Historical Commissioner There are vacant positions on the Historical Commission for a regular member and two associate members. Daniel Koch had met the Hugo Historical Commission at their display during Good Neighbor Days and had since been attending meetings and applied to be on the Commission. The Commission requested Council formally appoint him as a regular member. Staff recommends Council approve Daniel Koch as a new Historical Commissioner with a term ending December 31, 2024. G.4 Approve Donation to the Hugo Fire Department from the Hugo American Legion The Hugo Lions Club would like to donate $1,000 to the Hugo Fire Department for equipment and training. Donations to the Fire Department must be approved by the City Council. Staff recommends Council approve the donation of $1000 from the Hugo American Legion to the Hugo Fire Department. G.5 Approve Partnership Agreement between Washington Conservation District and Members of EMWREP-Lower St. Croix Water Education Program In March 2016, Council first approved membership to the East Metro Water Resource Education Program (EMWREP) as part of the SWPPP educational component. This was an agreement between Washington Conservation District and Members of the EMWREP with common objective to educate citizens about water resources, stormwater, and groundwater management. This partnership allows the City to more efficiently deliver water resource education and meet the MS4 permit education requirement. This agreement was renewed for another three years in both January 2019 and January 2022 and will expire in January 2025. Staff recommends Council approve the agreement between Washington Conservation District and members of the EMWREP in the annual amount of $3500 for another three years.
