<br />BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON OCTOBER 21, 2024 <br /> <br />D.1 Approval of Minutes for the October 5, 2024, Citywide Bus Tour <br />D.2 Approval of Minutes for the October 5, 2024 Hugo Fire Department Open House <br />D.3 Approval of Minutes for the October 7, 2024, Council Meeting <br /> <br />Staff recommends Council approve the above minutes as presented. <br /> <br />F.1 Yellow Ribbon Network Update – Chair Chuck Haas <br /> <br />Yellow Ribbon Network Chair Chuck Haas will be in attendance to provide Council an update <br />on recent activities of the YRN. <br /> <br />G. 1 Approve Claims Roster <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Tobacco License for Hugo Tobacco Smoke Shop <br /> <br />Muntasir Eisa, owner of Hugo Tobacco, LLC, has applied for a tobacco license to open up a <br />smoke shop at 14815 Forest Boulevard N. to be known as Hugo Tobacco. The building is <br />adjacent to Speedway, and Mr. Eisa also has recently been issued a tobacco license for the <br />Speedway store. Staff recommends Council approve the tobacco license for Hugo Tobacco, <br />LLC, for the Hugo Tobacco smoke shop. <br /> <br />G.3 Approve Resolution Approving Property Line Adjustment for 16155 Forest Boulevard <br />North – Frank and Jody Puleo and Busy B Enterprises, LLC <br /> <br />Frank and Jody Puleo and Busy B Enterprises, LLC are requesting approval of a property line <br />adjustment between two properties. Parcel A is occupied by a plant nursery/garden center and is <br />10.22 acres, and Parcel B is farmed vacant property and is 65.03 acres. The applicants are <br />proposing to adjust the property lines so that Parcel A is 13.46 acres and Parcel B is 61.79 acres. <br />Staff finds that both properties will comply with all applicable regulations in the City Code for <br />approval of the property line adjustment. Staff recommends approval of the attached resolution <br />approving the property line adjustment. <br /> <br />G.4 Approve Ordinance Extending the Moratorium on Solar Farms <br /> <br />It is meeting on May 20, 2024, the City Council approved an ordinance for a six-month <br />moratorium on solar farms and directed staff to hold a workshop with the Planning Commission <br />on whether changes should be made to the ordinance. A workshop was held on September 19, <br />2024. At its meeting on October 7, 2024, the City Council authorized the ORC to study and <br />review the solar energy systems ordinance. The ORC has been meeting but does not have a <br />recommendation yet. The moratorium expires on November 20, 2034. In order to provide the <br />ORC time to provide a recommendation and notice for a public hearing on the ordinance <br />amendments, staff recommends the adoption of an ordinance extending the moratorium an <br />additional six-months and the summary ordinance for publication. <br /> <br />
