 2 <br />  <br />  <br />  <br />comprehensive plan in the zoning code (6.2); having a downtown zoning district that emphasizes <br />destination businesses and allows residential development (8.5); making functional/recreational <br />walking/biking possible between at least one park/open area and city streets (11.5); implementing traffic <br />calming measures such as roundabouts (11.6); installing/incentivizing rainwater harvesting to supplant <br />irrigation with drinking water (17.5); and providing rainwater for parkland irrigation (18.5). Planned <br />efforts that could contribute to the City’s GreenStep progress include adopting a city vision that looks at <br />least 20 years into the future (6.1). Thus, after completing Step 1 by passing a resolution, the City would <br />be able to complete Step 2 by simply documenting completed best practice actions on the GreenStep <br />website. <br />The City has also made progress toward Step 3, which involves implementing 6 additional best practices, <br />including certain specific required practices and guidance on which types of practices to implement. <br />Progress includes completing required best practice action 6.2 and pursuing required action 6.1. <br />Additionally, the City has completed actions in the Land Use and Transportation categories, which Step 3 <br />requires progress in. Potential actions to consider to continue progress toward Step 3 include: entering and <br />routinely updating government building information into the MN B3 Benchmarking database (1.1, <br />specifically required); creating an outreach program to promote residential water use reduction (2.1); <br />adopting a sustainable purchasing policy or guideline (15.1, specifically required); lowering the <br />environmental footprint of city meetings and events (15.7); establishing a sustainability-focused working <br />group or commission (24.1, specifically required); creating opportunities for young people to participate <br />in city government (24.6); and promoting sustainable tourism in the city (25.3). <br />3. RECCOMENDATION <br />The City of Hugo has made substantial progress toward sustainability and is well on the way to achieving <br />Step 3 of the GreenStep program. Participating in GreenStep would grant public recognition for this <br />progress and may provide technical and financial assistance opportunities for future sustainability efforts. <br />For these reasons, staff recommend adopting a resolution to participate in the GreenStep program, <br />documenting completed best practice actions to complete Step 2, and directing staff on future <br />sustainability action. <br />Attachments: <br />1.
