14669 Fitzgerald Avenue North, Hugo, MN 55038 • (651) 762‐6300 • www.ci.hugo.mn.us

November 5, 2024

Holly Hess, Administrative Assistant
Washington County
14949 62nd Street North
Stillwater, MN 55082
Dear Ms. Hess,
At its November 4, 2024, meeting, the Hugo City Council unanimously recommended
reappointment of Hugo resident John Waller to the Rice Creek Watershed District Board of
Managers. John's dedication and consistent contributions during his tenure have been invaluable
in addressing key issues related to water management, conservation, and resource sustainability
within the district.
John's extensive knowledge of the watershed's hydrological areas, combined with his proactive
approach to maintaining balanced ecological health and the City’s drainage needs, has served our
community well. He has consistently engaged with local stakeholders, provided insightful
guidance on water resource projects, and worked to ensure fair and equitable representation
across the watershed. His commitment to both the conservation of our natural resources and the
well-being of our local communities has been evident throughout his service.
Given John's proven expertise, dedication, and positive impact on the watershed district, the City
strongly recommends his reappointment. Retaining his leadership on the Board would benefit
both the district and the broader community it serves.
Thank you for your attention to this recommendation, and please feel free to contact me if you
require additional information.
Sincerely,

Bryan J. Bear
City Administrator

CC: Honorable Mayor and Council
County Board of Commissioners
Kevin Corbid, County Administrator
