Access is currently
provided along Manning Trail, however some are looking for easier access to the western portion
of the WMA. In doing so, individuals are accessing the WMA from Keystone Avenue N. The
figure shown on the next page shows the WMA property line along with Keystone Avenue N
being shown. The narrow public section of Keystone Avenue N is shown on the map, however
various online mapping shows Keystone Avenue extending beyond the public section. City staff
has requested these changes to be made to accurately reflect what is actually public vs private.

Keystone Avenue is a single lane access serving three properties and is not constructed to a
width that would support parking on either side of the roadway. The Minnesota Department of
Natural Resources did add a small sign indicating there was no access to the WMA at this
location, however some individuals continue to access the WMA from Keystone Avenue N. The
Hugo Fire Department and Washington County Sheriffs Office have indicated there are public
safety concerns with vehicles parking along the narrow roadway.

Staff recommends approval of the resolution restricting parking along Keystone Avenue north of
County Road 57 as the existing width does not provide adequate width for parking.

If you have any questions or items you wish to discuss, you can contact me at 612-360-1278.

Sincerely,

WSB

Mark Erichson, PE
City Engineer

Attachment

cc: Bryan Bear, City Administrator, City of Hugo
Scott Anderson, Public Works Director, City of Hugo
Rachel Juba, Community Development Director, City of Hugo
