<br /> <br />RESOLUTION NO. <br /> <br />A RESOLUTION ORDERING THE PROJECT AND <br />AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE <br />2025 STREET IMPROVEMENT PROJECT (DUCK PASS, PALMES LONG LAKE ESTATES, AND <br />INGERSOLL AVENUE N) <br /> <br />WHEREAS, pursuant to resolution of the Council adopted September 16, 2024, a report was prepared by WSB, with <br />reference to the improvement of the following roadways: <br /> <br /> Duck Pass <br />o 136th Street from Isleton Avenue N to the west cul-de-sac <br />o 136th Street Circle North from 136th Street N to the south cul-de-sac <br />o 136th Street Court N from 136th Street N to the south cul-de-sac <br /> <br /> Palmes Lakes Estates <br />o Janero Avenue N from 122nd Street N to 125th Street Court N <br />o 125th Street Court N from Janero Avenue to the west cul-de-sac <br />o 125th Street N from 125th Street Court N to 125th Street Circle N <br />o 125th Street Circle N from 125th Street N to the north cul-de-sac <br /> <br /> Ingersoll Avenue N from 122nd Street N to north cul-de-sac; and <br /> <br />WHEREAS, the following improvements are proposed: <br /> <br />• Roadway reclamation and overlay; and <br /> <br />WHEREAS, the City intends to assess benefited properties for a portion of the aforementioned improvements, <br />pursuant to Minnesota Statutes, Chapter 429, and <br />WHEREAS, the City Council has received and accepted the feasibility report prepared by the City Engineer on <br />November 4, 2024, for the 2025 Street Improvement Project (Duck Pass, Palmes Long Lake Estates, and Ingersoll <br />Avenue N); and <br />WHEREAS, a resolution of the City Council adopted on the November 4, 2024, fixed a date for the Council public <br />hearing on the proposed improvements; and <br />WHEREAS, ten days' mailed notice and two weeks' published notice in advance of said public hearing was given and <br />the hearing was held thereon on the December 2, 2024, at which time all persons desiring to be heard were given an <br />opportunity to be heard thereon. <br /> <br />NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HUGO: <br />1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report for the 2025 <br />Street Improvement Project (Duck Pass, Palmes Long Lake Estates, and Ingersoll Avenue N). <br /> <br />2. Such improvement is hereby ordered as proposed in this Council resolution adopted December 2, 2024. <br /> <br />3. The improvements described in the notice of public hearing and the feasibility report are hereby designated <br />and shall be known as the 2025 Street Improvement Project (Duck Pass, Palmes Long Lake Estates, and <br />Ingersoll Avenue N). <br /> <br />4. The City Council shall authorize WSB to prepare plans and specifications of said improvements. <br /> <br />5. The City Council shall let the contract for all or part of the work for said improvements or order all or part of <br />the work done by day labor or otherwise as authorized by Minnesota Statutes, Section 429.041, Subdivision 2 <br />within one year of the date of this Resolution ordering said improvements. <br /> <br /> <br />
