<br />11 <br /> <br />(i) Cannabis wholesalers. <br />1. Performance Standards <br />a) A cannabis wholesaler shall be subject to the performance standards for <br />warehousing and distribution under Section 90-269 of city code, except that <br />retail sales of cannabis products is prohibited. <br />b) A cannabis wholesaler that operates a motor freight terminal shall be <br />subject to all applicable performance standards under Section 90-248 of city <br />code, and shall require approval of a conditional use permit. <br /> <br />(j) Lower potency hemp edible retailers. <br />1. Performance Standards <br />a) Retail sales of lower-potency hemp edibles, in conjunction with a state- <br />issued license under Minn. Stat. 342.46, may only occur in an establishment <br />that: <br />1. Holds an alcohol license under Chapter 6, Article II of City Code, <br />except that the license shall not be a one-day permit. <br />2. Holds a tobacco license under Chapter 38, Article III, Division 2 of <br />City Code. <br />3. Is a cannabis retailer, a retail location of a cannabis microbusiness, <br />or a retail location of a cannabis microbusiness, subject to all <br />applicable performance standards under section 90-280 of this <br />ordinance. <br />b) The cannabis registration of a lower-potency hemp edible retailer shall <br />not count towards the limit of retail cannabis registrations under section 90- <br />280(c)(2)(f) of this ordinance. <br /> <br />(k) Medical cannabis combination businesses. <br />1. Performance Standards <br />a) Medical cannabis combination businesses shall be conditional uses <br />within the I-3 and BP zoning districts. <br />b) All cultivation of cannabis must occur indoors and may not occur in <br />greenhouses, hoop houses, tents, or similar mixed-light structures. The <br />building(s) for a cannabis cultivator must be constructed to the standards for <br />commercial and industrial construction under Section 90-272 of City Code. <br />c) All manufacturing of cannabis products must occur in an enclosed <br />building that is constructed to the standards for commercial and industrial <br />construction under Section 90-272 of City Code. <br />d) A medical cannabis combination business with appropriate <br />endorsements may operate a retail location within a building that also has <br />spaces for cultivation and manufacturing of cannabis products, provided that <br />the retail location does not exceed more than 2,500 square feet of gross floor <br />area. <br />e) The cannabis registration of the retail location of a medical cannabis <br />combination business shall not count towards the limit of retail cannabis <br />registrations under section 90-280(c)(2)(f) of this ordinance.
