Solar Farm Site Plan and IUP <br />Page 8 <br /> <br /> <br /> 8 <br />installation of solar panels will not significantly change the direction or runoff, and the site will <br />drain as it currently drains. The stormwater plan meets the City’s volume and rate control <br />requirements to approve a stormwater permit. The applicant shall continue to work the staff on <br />any additional measures necessary to obtain the stormwater permit prior to the issuance of a <br />building permit. <br /> <br />Utilities <br /> <br />The proposed use does not require servicing for water or sanitary sewer. The solar panels will <br />connect to the metering equipment via an underground conduit, and interconnects to the existing <br />power distribution network operated by Xcel Energy. The solar farm will include an overhead <br />utility pole that will connect to a second utility pole maintained by Xcel Energy. <br /> <br />Streets and Access <br /> <br />The site has adequate access from Everton Avenue North via the proposed access roads. <br /> <br />Wetlands <br /> <br />The property has approximately 3.6 acres of wetland. A portion of the solar array will be <br />constructed within the wetlands, which is permitted by ordinance. The Technical Evaluation Panel <br />(TEP) has reviewed and approved the request for a no-loss exemption for the solar panel locations. <br /> <br />Park Dedication <br /> <br />The proposed use does not require park dedication. <br /> <br />It is in staff’s opinion that the application meets all of the requirements for site plan approval. <br /> <br />8. CONCLUSION/RECOMMENDATION: <br /> <br />It is in staff’s opinion that the requests for a solar farm site plan and IUP meets the City Code and <br />approval criteria for a solar farm. <br /> <br />Staff recommends approval of the solar farm site plan and interim use permit applications with the <br />conditions listed in the attached resolution and IUP. <br /> <br />ATTACHMENTS: <br /> <br />1.
