We have reviewed the following <br />information related to this application: <br /> <br />• Nguyen Site Plan, dated April 5, 2024 by Enterprise Energy <br />• Nguyen Site and Grading Plan, dated April 5, 2024 by EVS Engineering <br />• Stormwater Report dated April 5, 2024 by EVS Engineering <br />• Stormwater Pollution Prevention Plan dated April 5, 2024 by EVS Engineering <br /> <br />Final versions of the engineering plans and stormwater calculations are currently under review <br />and additional minor comments may be generated as part of that review. Based on the review of <br />the documents previously submitted, we offer the following Engineering comments related to this <br />application: <br /> <br />General/Access <br /> <br />1. The subject property is located on the east side of Everton Avenue, North of CSAH 8. <br />2. Access to the solar site will occur from Everton Avenue. The access will be required to be <br />modified slightly so that the access in the right of way is perpendicular to Everton Avenue. <br />This will be helpful with turning movements into the property. <br /> <br />Utility Plan <br /> <br />3. No utilities are proposed as part of the solar site. <br /> <br />Stormwater Management <br /> <br />4. The site is proposing to meet water quality requirements through an onsite stormwater pond. <br />Soil borings onsite showed clay soils were present throughout the site, prohibiting infiltration. <br />The stormwater pond is located downgradient of the access roadway and concrete pad as <br />requested by the City to provide treatment for these hard surface areas as these will generate <br />the main pollutant load onsite. The stormwater pond was sized to provide treatment for all <br />impervious surfaces onsite, including the solar panels, following MPCA guidance for solar <br />sites. <br />5. The site is meeting rate control requirements with the onsite pond. <br />6. Minimal grading is proposed onsite outside of the access drive area, so overall drainage <br />patterns remain relatively unchanged from the existing condition. <br />
