We have reviewed the following
information related to this application:
° Nguyen Site Plan, dated April 5, 2024 by Enterprise Energy
z
Nguyen Site and Grading Plan, dated April 5, 2024 by EVS Engineering
m Stormwater Report dated April 5, 2024 by EVS Engineering
Stormwater Pollution Prevention Plan dated April 5, 2024 by EVS Engineering
CD Final versions of the engineering plans and stormwater calculations are currently under review
LO
and additional minor comments may be generated as part of that review. Based on the review of
00
1.6 Co
the documents previously submitted, we offer the following Engineering comments related to this
N application:
Ln
ID
General/Access
0
1. The subject property is located on the east side of Everton Avenue, North of CSAH 8.
LO 2. Access to the solar site will occur from Everton Avenue. The access will be required to be
Z modified slightly so that the access in the right of way is perpendicular to Everton Avenue.
This will be helpful with turning movements into the property.
J
a Utility Plan
a
H
a 3. No utilities are proposed as part of the solar site.
Stormwater Management
0
0
N
F 4. The site is proposing to meet water quality requirements through an onsite stormwater pond.
Soil borings onsite showed clay soils were present throughout the site, prohibiting infiltration.
The stormwater pond is located downgradient of the access roadway and concrete pad as
requested by the City to provide treatment for these hard surface areas as these will generate
w the main pollutant load onsite. The stormwater pond was sized to provide treatment for all
impervious surfaces onsite, including the solar panels, following MPCA guidance for solar
U) sites.
5. The site is meeting rate control requirements with the onsite pond.
w 6. Minimal grading is proposed onsite outside of the access drive area, so overall drainage
Co
patterns remain relatively unchanged from the existing condition.
\\metro-inet\hugo\Shared\Users\R Juba\DEVELOPMENT PROJECTS\1_OTHER APPLICATIONS\CUP_IUP\Enterprise Energy Solar Farm\LTR-rjuba-Nguyen
Solar Final Plat-04082024.docx
