Consistency with Ordinance Standards <br /> <br />Conditional Use Permit <br /> <br />Schools are allowed in the Agricultural (AG) zoning district as a conditional use. There are <br />criteria that is evaluated for the conditional use permit and the applications meet the necessary <br />criteria to approve a permit. Staff evaluated the project subject to the criteria below: <br /> <br />A. The proposed use is permissible by law. <br />The use is permissible by law. <br />B. The proposed use is in keeping with the spirit and intent of this chapter. <br />The spirit and intent of the ordinance is to allow a school in the AG zoning district as a <br />conditional use. The performance standards requires the school to have its principal entrance <br />from a state highway, county road, or city collector street. The school’s principal access will be <br />from County Road 57/Keller Avenue. The project meets the spirit and intent of the ordnance. <br />C. The proposed use is compatible with the city's comprehensive plan, and the character of the <br />surrounding area. <br />The property is guided as Public/Quasi Public/Agricultural in the 2040 Comprehensive Plan. The <br />types of development anticipated to be located in Public/Quasi Public include schools, libraries, <br />community centers, places of worship, play fields, and parks. The types of development <br />anticipated to be located in Agricultural include farms, horse stables and riding areas, livestock, <br />such as cows and pigs, and open space. <br />Schools are allowed in the AG zoning district in the City Code. The location has been a school <br />for several years. The applicant is requesting approval of an approximately 33,500 square foot <br />addition. The total square footage is approximately 66,500 square feet, typical size of an <br />elementary school. The applicant is preserving trees and providing transitions from property lines <br />to the school. <br />The school is compatible with the comprehensive plan and character of the surrounding areas. <br />D. The proposed use has adequate drainage, water supply, electrical, gas, and sewage <br />treatment facilities. <br />The school will have adequate drainage, water supply, electrical, gas, and septic service. <br />E. The proposed use has adequate road access, and does not reduce the safety or capacity of the <br />public road system. Road access shall be no lower than the regional flood elevation. <br />The access to the school will be from CR 57/Keller Avenue and is controlled and managed by <br />Washington County. The applicant has been working with Washington County on the access
