<br />6 <br /> <br /> <br />(c) General standards for all cannabis businesses. <br />1. Compliance verification prior to state license approval - Pursuant to Minn. <br />Stat. 342.13 (g), within 30 days of receiving a copy of a state license application <br />from the state office of cannabis management, the City of Hugo shall certify <br />whether a proposed cannabis business complies with local zoning ordinances and, <br />if applicable, whether the proposed business complies with the state fire code and <br />building code. <br />2. Registration of Cannabis Businesses <br />a) Consent to registering of cannabis businesses – No person or entity <br />may operate a state-licensed cannabis business within the City of Hugo <br />without first registering with the city. Any state-licensed cannabis business <br />that operates within the city without a valid municipal registration shall <br />incur a civil penalty of up to $2,000 for each violation. <br />b) Registration Application Procedure <br />1. Registration terms and fees – The City of Hugo shall charge a <br />registration fee to applicants depending on the type of cannabis <br />business, as established in the city fee schedule. <br />a. Each cannabis business registration shall be issued for a <br />period of one calendar year. <br />b. The first fee payment shall include the initial registration <br />fee and first renewal fee. <br />c. Any registration renewal fee shall be charged at the time <br />of the second renewal, and each subsequent annual <br />renewal thereafter. <br />2. Application Submittal – An applicant for a cannabis business <br />registration shall submit: <br />a. A completed application form provided by the city. <br />b. The required registration fee(s). <br />c. A copy of a valid state license. <br />d. A written statement of approval from the property owner. <br />e. Any additional materials requested at the discretion of <br />city staff. <br />3. City Council Review and Approval: <br />a. City staff shall accept applications for cannabis business <br />registrations on a first-come, first-served basis. <br />b. City staff will review cannabis business registration <br />applications for completeness and respond to the <br />applicant within 30 calendar days. If an application is <br />considered incomplete, staff shall promptly notify the <br />applicant of the incomplete status and the remaining <br />items needed to make the application complete. <br />c. Once a registration application is considered complete, <br />city staff shall inform the applicant as such, and forward
