14669 Fitzgerald Avenue North, Hugo, MN 55038 • (651) 762‐6300 • www.ci.hugo.mn.us <br />TO: Honorable Mayor Tom Weidt and Members of the City Council <br />FROM: Anna Wobse, Finance Director <br />SUBJECT: Approve Transfer of Remaining Lions Park Bond Proceeds <br />DATE: For the City Council Meeting of March 3, 2025 <br />DESIRED COUNCIL ACTION <br />Approve the transfer of remaining Lions Park bond proceeds to the Street CIP Fund. <br />BACKGROUND <br />On September 7, 2021, the City of Hugo issued $8,170,000 in General Obligation Tax Abatement Bonds <br />to finance public improvements to Lions Park and other related public improvements. The bond <br />proceeds were recognized in the Lions Park Construction Fund and used to cover expenses related to <br />the improvement of Lions Park. All financial obligations related to the construction of Lions Volunteer <br />Park and the Peder Pedersen Pavilion have been satisfied, and bond proceeds remain in the Lions Park <br />Construction Fund. As stated in the bond documents, bond proceeds may also be used to cover <br />expenses related to various public improvements associated with the Lions Park improvement project. <br />Upper 146th Street and Fitzgerald Avenue, which are adjacent to Lions Volunteer Park, were <br />reconstructed to accommodate the improvements to the park and provide on‐street parking for park <br />visitors. The costs associated with the reconstruction of Upper 146th Street and Fitzgerald Avenue were <br />paid out of the Street CIP Fund and are related public improvements, making them an eligible use of <br />bond proceeds as outlined in the bond documents. <br />RECOMMENDATION <br />Staff recommends that Council adopt the resolution approving the transfer of remaining Lions Park bond <br />proceeds to the Street CIP Fund. These remaining bond proceeds will partially cover the costs <br />associated with the reconstruction of Upper 146th Street and Fitzgerald Avenue, which were <br />reconstructed to accommodate the improvements to Lions Volunteer Park. <br />ATTACHMENTS <br />Resolution Approving the Transfer of Remaining Lions Park Bond Proceeds to the Street CIP Fund.
