Frenchman Road ( County State Aid Highway 8). The County coordinated this application with <br />the City of Hugo and was successful in receiving funds. The project includes grading, <br />bituminous mill and surfacing, drainage improvements, ADA improvements and signal <br />revisions. The project includes minor widening and improvements to the signal and turn lane <br />operations. The City costs are related to signal modifications on the local legs of the <br />intersection, minor adjustments to watermain gate valve boxes, and repainting the signal systems <br />which has been the responsibility of the City of Hugo. The total project cost is estimated to be <br />$1,404,541.91, with the City of Hugo being responsible for $47,588.95. The enclosed agreement <br />outlines City, County, and State responsibilities and is consistent with past agreements. <br />Staff recommends approval of the MNDOT Agreement No. 1058084 for State Project No. 8206- <br />55. Staff recommends approval of the resolution approving the State of Minnesota Department <br />of Transportation and Washington County and City of Hugo Cooperative Construction <br />Agreement. <br /> <br />G.8 Approve Cooperative Agreement Between the City of Hugo and Washington County <br />for Construction Cost of TH61 Through the Local Partnership Program <br /> <br />Washington County applied for Local Partnership Program funds from MNDOT for <br />improvements to Trunk Highway 61 from 140th Street N (County State Aid Highway 8) to <br />Frenchman Road (County State Aid Highway 8). Staff recommends approval of the Cooperative Agreement <br />Between the City of Hugo and Washington County for Construction Cost of Trunk Highway 61 <br />through the Local Partnership Program. <br /> <br />J.1 Sketch Plan for 5311 165th Street North <br /> <br />Capstone Homes is planning to develop parcels of land that total 38 acres, with approximately 8 <br />acres of wetland. The plan shows 90 proposed single family lots intended to be slab on grade, two <br />story homes. The plan also shows lot layout, stormwater ponding areas, and road connections. A <br />homeowner’s association is not proposed for the development. The sketch plan was completed to <br />get comments from the various commissions and Council prior to moving forward with the formal <br />development approval process. At its February 27, 2025, meeting the Planning Commission <br />reviewed the sketch plan and provided feedback on the overall development. Generally, the <br />Planning Commission was okay with the proposed PUD standards and housing products. They <br />had comments on revisions to the plan and feedback in meeting the PUD criteria. Staff <br />recommends that the City Council provide feedback on the sketch plan to the developer. <br /> <br /> <br />M.1 Reminder – Local Board of Appeals and Equalization on Thursday, April 3, 2025 <br /> <br />Council has scheduled the Local Board of Appeals and Equalization meeting for Thursday, April 3, <br />2025, from 5:30 – 7 p.m. in the Oneka Room. <br /> <br />M.2 Schedule Kidz ‘n Biz on Saturday, April 12, 2025 <br /> <br />The City will hold the Annual Kidz ‘n Biz on Saturday, April 12, 2025, from 9 a.m. – noon.
