<br />BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON APRIL 21, 2025 <br /> <br />D.1 Minutes for the April 3, 2025, Local Board of Appeals and Equalization Meeting <br />D.2 Minutes for the April 7, 2025, City Council Meeting <br />D.3 Minutes for the April 12, 2025, Kidz ‘n Biz <br /> <br />Staff recommends Council approve the above minutes as presented. <br /> <br />G.1 Approval of Claims <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Hiring of Public Works Summer Seasonal Positions <br /> <br />Staff is requesting Council approval to hire seasonal employees for the Public Works <br />Department. In the 2025 General Fund Budget, Council approved funding for seven seasonal <br />employee positions. There are five seasonal workers who will be returning from last year. Staff <br />has interviewed new potential hires and are recommending approval of two new seasonal <br />employees. Seasonal Public Works Employees assist with mowing, garbage/litter removal, park <br />maintenance, boulevard maintenance and general Public Works maintenance. Staff recommends <br />Council approve the rehiring of last year’ s seasonal employees Adler Siebenaler, William Heise, <br />Beck Rogers, Jacob Weierke, Kristofer Bower and hire the two new employees, Allison <br />Siebenaler and Matias Evert. <br /> <br />G.3 Approve Special Event Permit for Blacksmith Lounge 2025 Events <br /> <br />The Blacksmith Lounge, 17205 Forest Boulevard North, has applied for a Special Event Permit <br />for their 2025 events to be held between Memorial Day and end of September. Events include <br />four auctions, seven car shows, one motorcycle swap meet, and one White Bear Lake Hockey <br />fundraising event. A SEP approved by Council is required because there will be alcohol served <br />outside and there may be up to 200 people in attendance. Staff recommends Council approve the <br />Special Event Permit for the Blacksmith Lounge. <br /> <br />G.4 Approve Off-Site Gambling Permit for Merrick, Inc. for Good Neighbor Days Bingo <br /> <br />Merrick, Inc. is requesting an Off-Site Gambling Permit to conduct Bingo during Hugo Good <br />Neighbor Days on Saturday, June 7 and Sunday June 8, 2025. Lawful Gambling Permits are <br />issued by the MN Gambling Control Board after approval of the City. Staff recommends <br />Council approve the Off-Site Gambling Permit for Merrick, Inc. to conduct Bingo during Good <br />Neighbor Days. <br /> <br />G.5 Approve Resolution Declaring Approval to Modify the Municipal State Aid Street <br />System <br /> <br />Per State Aid Rules, a City is allowed to add and/or remove mileage annually, provided it meets <br />necessary criteria. In an effort to maximize the construction needs of Hugo’s MSAS system and <br />with the goal of strategically using the annual available allotment of State Aid funds to the City, <br />staff is recommending modifications to the system. The recommended modifications are to add <br />both 159th St N from TH61 to Goodview Ave N and Goodview Ave N from 159th Street to <br />Oneka Lake Blvd while at the same time revoking Farnham Ave. N. from 149th St. N. to Oneka
