In addition to purchasing the equipment, the Parks Commission is recommending
installation of pour-in-place rubber surfacing (PIP). This would total $133,000 and
include installation. PIP is being recommended due to the site constraints, large park
service area/ increased use, longevity and accessibility. The existing playground
container regularly holds water and maintaining adequate engineered wood fiber depths
is difficult. Grading the site to provide better drainage was investigated by staff. The
work would be extensive and would likely necessitate removal and replacement of many
of the trails, concrete pads, trees and potentially the picnic shelter. The cost of the
alternative and longer period where the park would be closed for construction led staff to
recommend Pour-In-Place rubber surfacing.

If engineered wood fiber surfacing is preferred, the estimate for Flagship Recreation to
install it with geotextile fabric is $14,000, in addition to the playground equipment
estimate. Staff could be directed to gather estimates for the additional sitework which
would be required.

4: PARKS COMMISSION RECOMMENDATION:

The Parks Commission is recommending approval of the purchase and installation of
playground equipment and pour-in-place surfacing from Flagship Recreation in the
amount of $282,052 at Oneka Lake Park.

5: ATTACHMENTS

1.
