<br /> <br /> <br />BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON SEPTEMBER 15, 2025 <br /> <br />D.1 Minutes for August 14, 2025, AUAR Open House <br />D.2 Minutes for August 18, 2025, City Council Meeting <br /> <br />Staff recommends Council approve the above minutes as presented. <br /> <br />G. 1 Approval of Claims <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2. Approve Performance Review for Building Official Joel Hoistad <br /> <br />Joel Hoistad was hired on September 14, 2020, as the new building Official. Staff recommends <br />Council approve the Annual Performance Review for Building Official Joel Hoistad. <br /> <br />G.3 Approve Annual Performance Review for City Clerk Michele Lindau <br /> <br />Michele Lindau was hired by the City of Hugo as a part-time employee in 1997 and approved as <br />a full-time employee on May 1, 1999. On January 1, 2008, Michele became the new City Clerk. <br />City Administrator Bryan Bear recommends Council approve the annual performance review for <br />City Clerk Michele Lindau. <br /> <br />G.4 Approve Six-Month Performance Review for Public Works Worker Madison <br />Siebenaler <br /> <br />Madison Siebenaler had worked a seasonal position in the Public Works Department for three years <br />and then was hired as a full-time Public Works Worker starting February 18, 2025. Public Works <br />director recommends Council approve her six-month performance review and remove probationary <br />status. <br /> <br />G.5 Approve Resignation of Firefighter Kyle Anderson from the Hugo Fire Department <br /> <br />Kyle Anderson was hired by the City of Hugo as a Probationary Firefighter with a start date of <br />Tuesday, December 5, 2023. Kyle has submitted his letter of resignation stating in part he would <br />like to spend more time with family and friends. Fire Chief Jim Compton, Jr. offered him an <br />opportunity to take a personal leave of absence, but he declined. Staff recommends Council <br />except Kyle’s resignation effective September 3, 2025. <br /> <br />G.6 Approve Revised Hugo Fire Department Job Description for Lieutenant <br /> <br />The Fire Department leadership team is recommending to change the NIMS 300, 400, and 800 <br />education requirements from “required” education to “desired” education in the job description. <br />These NIMS classes are at a higher level than the lieutenant position needs to fulfill its duties as <br />required. Staff recommends Council approve the revised Hugo Fire Department Lieutenant job <br />description.
