<br /> <br />September 10, 2025 <br /> <br />Honorable Mayor and City Council <br />City of Hugo <br />14669 Fitzgerald Avenue North <br />Hugo, MN 55038 <br /> <br />Re: 2025 Street Improvement Project: Duck Pass, Palmes Long Lake Estates, and Ingersoll <br />Avenue N Area <br /> Adopting Assessments <br /> WSB Project No. 026750-000 <br /> <br />Dear Mayor and Council, <br /> <br />On April 7, 2025, the City of Hugo awarded a construction contract for the completion of the 2025 <br />Street Improvement Project: Duck Pass, Palmes Long Lake Estates, and Ingersoll Avenue N Area. <br /> <br />At the August 18, 2025 regular Council meeting, the Council adopted a resolution declaring costs <br />to be assessed for the 2025 Street Improvement Project: Duck Pass, Palmes Long Lake Estates, <br />and Ingersoll Avenue N Area and scheduled the assessment hearing on the proposed <br />assessments for September 15, 2025. The Notice of Assessment Hearing has been published in <br />the newspaper and mailed to the owners of each parcel described in the assessment roll at least <br />two weeks prior to the hearing. As part of the assessment hearing, staff will give a PowerPoint <br />presentation identifying the improvements, costs and detail payment options. Staff recommends <br />the Mayor open the public hearing to take all comments and Council approve the resolution <br />adopting assessments for the 2025 Street Improvement Project: Duck Pass, Palmes Long Lake <br />Estates, and Ingersoll Avenue N Area. <br /> <br />Staff has prepared a resolution adopting the assessments for the 2025 Street Improvement <br />Project: Duck Pass, Palmes Long Lake Estates, and Ingersoll Avenue N Area for your <br />consideration in accordance with the requirement of state statutes Chapter 429 for assessments <br />to benefitting properties.
