3 <br />Hugo residents love the suburban/ag feel of the town as it transitions from an agricultural community to <br />an urban/suburban one outside a major metropolitan city and near a growing main highway and tech <br />corridor. There should be a way for Hugo to plan for this, keep some open spaces, but also make it less <br />restrictive for businesses to put roots in Hugo instead of moving their planned new headquarters or <br />expansions to White Bear or Stilwater instead. Responsible development has been the watchword for <br />the Planning Commission.
