7. The landscaping shall be installed at the same time as construction of the solar <br />farm. <br />8. The solar farm owner/operator shall be in compliance with an approved landscape <br />plan. <br />a. The vegetative screening shall have a height of at least 6 feet at the time of <br />planting. <br />9. The solar farm owner/operator shall be in compliance with an approved <br />vegetative establishment and maintenance plan. <br />10. The solar farm shall be adequately screened from public right-of-way and <br />adjacent properties. <br />11. A small sign will be allowed at the entrance of the site to display the site address, <br />emergency contact information, and emergency procedures. A permit for any <br />sign installed on site will require review and approval of a sign permit application <br />by City staff. <br />12. The applicant shall provide evidence that the solar energy system is functioning <br />properly at any time deemed necessary by the City. <br /> <br />Prior to the issuance of a building permit the following must be completed: <br /> <br />13. The solar farm owner/operator shall submit a current-day decommissioning cost <br />estimate review and approval by City staff, and shall post a cash escrow, in the <br />amount of $101,942.55 found in Exhibit D, in to the City. <br />14. An access easement shall be granted to the City for access to the property and for <br />the removal of the solar farm and components in the event the solar farm <br />owner/operator fails to comply with decommissioning plan or abandons the solar <br />farm. <br />15. The solar farm owner/operator must provide a copy of an executed agreement <br />with the local electric utility for purchase of the electricity from the solar farm. <br />16. The solar farm owner/operator shall provide a copy of the insurance policy for the <br />solar farm and property, for review and approval by City staff. <br />17. A revised landscape plan shall be submitted for review and approval by City staff. <br />The revised plan shall indicate: <br />a. All vegetative screening shall have a height of at least 6 feet at the time of <br />planting. <br />18. A revised vegetative establishment and maintenance plan shall be submitted for <br />review and approval by City staff. To the maximum extent possible, the revised <br />plan shall indicate: <br />a. A schedule for establishment and maintenance of vegetation, including <br />watering. <br />b. Criteria that will warrant certain actions during site inspections. <br />19. Engineering plans, including a stormwater management plan, shall be reviewed <br />and approved by City staff. A stormwater permit shall be issued by the City. <br /> <br /> <br />Prior to the issuance/approval of a final construction inspection the following <br />conditions must be met/completed: <br /> <br />20. All exterior electrical or other service lines shall be buried underground. The <br />collection system may be placed overhead near substations or points of <br />interconnection to the electrical grid. <br />21. All landscaping shall be installed in accordance with an approved landscape plan. <br />22. The solar energy panels shall be installed as to have the same elevation and be <br />consistent throughout the site.
